Lynne is a principal research scientist with nearly three decades of experience as a health policy analyst, social scientist, and writer and editor. Her subject matter expertise includes delivery system reform, aging and human services, health care finance (Medicare and Medicaid), population health, health equity, and public health informatics, with methods expertise in qualitative research, program evaluation, and technical editing.
At NORC, Lynne serves as a project director with significant responsibility for budget, staffing, client relationships, oversight of subcontractors, and management of federal, foundation, and nonprofit engagements. Her current portfolio includes projects related to modernization of public health data infrastructure and to bias in healthcare algorithms. In addition, Lynne is a senior writer/editor and quality assurance lead for written work and holds a certificate in Medical Writing and Editing (2020). Her editorial oversight has included several evaluations of Medicare payment model reforms for the Centers for Medicare & Medicaid Services and support to the Physician-Focused Payment Model Technical Advisory Committee (PTAC), convened by the U.S. Department of Health and Human Services (HHS) under the Federal Advisory Committee Act. In addition, Lynne has managed engagements to design and produce data-rich, visually engaging, and high-impact reports for The Robert Wood Johnson Foundation, Pew Charitable Trusts, and Legal Services Corporation.
Prior to her work with NORC, Lynne advised on housing-related safety and health issues with nonprofit subcontractors to the U.S. Department of Energy's Low-income Weatherization Assistance Program and the HHS Low-Income Home Energy Assistance Program. In addition, Lynne worked at the Institute of Medicine, as professional staff to the Committee on the Consequences of Uninsurance, and as a public historian for HHS, where she developed and produced a broad range of reports, briefing materials, speeches, exhibits, and publications. In her work in federal, clinical, association, and contract research settings, Lynne has co-authored dozens of technical reports, published evaluation and research findings in peer-reviewed journals, and served as a keynote or invited panelist at several national professional meetings.
