Carlos holds vast experience in mixed methods designs and complexity-aware approaches to monitoring, evaluation, and learning. He also serves as presenter and instructor to support NORC’s International Programs Department (INPRO) capacity building initiatives and trainings including learning agendas, mixed methods for data collection, evaluation use, and analytical software.
During his most recent period at NORC, he has led evaluation and research projects across Africa, Eastern Europe, and Latin America in close coordination with local experts and data collection partners to conduct large-scale surveys, semi-structured interviews, focus group discussions, and site observations. His proficiency in French and Spanish allows him to increase INPRO’s sensitivity to local contexts in his projects and facilitate teamwork. Carlos has served as the main liaison with USAID and the Department of Labor to collaborate in designing studies and formulating evaluation questions. He has led teams to accommodate and address the learning opportunities of clients and implementation partners, allocate adequate resources to projects tasks, foster staff members’ learning, and meet contractual deadlines.
Upon his return to NORC, Carlos brought over 12 years of experience in program evaluation and policy analysis. He has worked with a diverse set of research and evaluation teams and sectors, including non-profit organizations, think tanks, academia, private consulting, and the United Nations. His past fieldwork experience includes projects in Canada, Mexico, and the USA to evaluate higher education, early child development, conservation, and business development initiatives. He co-published several peer-reviewed articles on immigration studies and research on evaluation and continues collaborating with scholars in the field of migrant incorporation and immigration policy in the Western Hemisphere.
